Contract notices for the railway equipment of the base tunnel have been published

In June 2023, TELT published its first contract notice for “the design and execution of secondary civil engineering works, the installation of railway and non-railway systems, as well as the maintenance of the cross-border section of the Lyon–Turin rail link”.

In addition to this contract, estimated at €2.93 billion, two new procurement procedures have just been published. These are “competitive procedures with negotiation”, a format that allows for exchanges between the contracting authority and bidders before submission of the final offer. The new contracts concern project management support services designed to assist TELT through to the commissioning of the line.

The first contract, open for submissions until the 19th of June, concerns operational management support, technical assistance during the design and installation phases of the systems, and preparations for the operation of the cross-border section of the new Lyon–Turin rail link. It is divided into three lots, with a total estimated value of €62.2 million:

  • Operational Management Support (OMS) for the integrated design, construction, and maintenance contract for the systems (Operational Site CO12). This service will provide support in supervising schedules, financial monitoring, and interface coordination, as well as in the organisation and administrative follow-up of the contract.
  • Technical Project Management Support (TPMS), which will provide engineering assistance during the design phase and oversee the installation of the railway and technical systems of the new line, including its two connections to the existing rail network.
  • • Support for future management and operation of the line is also planned, with the assistance of a Shadow Operator, or Virtual Infrastructure Manager (VIM). This entity will be responsible for anticipating operational needs in order to optimise both the design and construction of the infrastructure. It will support TELT across several key areas: organising and training the operations teams, managing traffic operations, safety, asset oversight and maintenance, and defining the strategy for path allocation and the management of the two international stations.

The second contract, open for submissions until 17th of June, is valued at an estimated €1.8 million. It concerns economic consultancy services to support TELT on matters related to transport economics and socio-economic assessments in preparation for the operation of the infrastructure.
