A binational mission at the heart of Europe

TELT (Tunnel Euralpin Lyon Turin) is the binational public promoter responsible for the construction and future operation of the cross-border section of the new Lyon–Turin rail line, which will connect France and Italy.

A binational governance

TELT reflects the Franco-Italian partnership. The President is appointed by the French State and the Chief Executive Officer by the Italian State, and both sit on the Board of Directors.

Compliance with international commitments and transparency

TELT is fully committed to complying with the international agreements governing the Lyon–Turin project, ensuring transparency in procurement procedures, compliance with legal standards, and control systems overseen by independent bodies.

The initiative, led by the French State in partnership with the Auvergne–Rhône-Alpes Region, the Savoie Department, the Syndicat du Pays de Maurienne and TELT, includes a broad programme of actions aimed at:

Regional Law “Construction Sites–Planning–Territory”

With Regional Law 4/2011, the Piedmont Region established a series of measures aimed at mitigating the impact of construction works, generating positive economic effects for local areas, and initiating urban regeneration processes.

The control system

TELT has an independent control system made up of the Permanent Control Service and the Contracts Commission, chaired by a French representative and composed of 12 members appointed in equal numbers by France and Italy for renewable five-year terms.

Strong commitments to quality, safety and performance

TELT pursues high standards in quality, safety, environment and information systems. To this end, the company has obtained several AFNOR certifications (including ISO 9001, ISO 14001, ISO 27001 and OHSAS 18001), confirming structured processes aligned with international best practices.

Beyond standards, TELT is committed to implementing robust internal and external controls, notably overseen by the Permanent Control Service and the Contracts Commission, ensuring economic and technical efficiency as well as compliance with legal procedures.

A human and technical foundation for a major project

TELT employs around 240 professionals based in France and Italy, with expertise in strategic fields such as engineering, construction, safety, environment, legal affairs, finance and communications, enabling comprehensive and integrated project management.

More than one hundred women contribute every day to the delivery of the Lyon-Turin project, holding a wide range of roles and responsibilities across all areas of the company.

4 quality certifications

TELT is committed to achieving excellence across all its activities. In 2017, the company obtained four key certifications from AFNOR: Occupational Health and Safety (OHSAS 18001), Environmental Management (ISO 14001), Information Security (ISO 27001) and Quality Management (ISO 9001).

A proactive project management approach

TELT does not only oversee construction: it also coordinates the integration of the project with national railway networks, prepares the future operation of the cross-border section, and ensures that each phase — from design to operation — complies with planned deadlines and budgets while maintaining high quality standards.
